Lots of comments on the blog item below about the best TV theme song. That spun-off a bargument on barguments.com about the hottest TV mom from the 80s. And that spin-off also spawned a mini bargument on TV sidekicks that now brings me to this spin-off three times removed:
Pick a neighbor from television to move in next door.
This person has to qualify as a true TV neighbor-- that is, someone cast in that familiar role to orbit around a show's main characters. Larry from Three's Company, Ned Flanders from The Simpons, and yes -- of course-- Kramer.

You have to give some props to the Fence Neighbor from Home Improvement. Full of worldly advise, but never over-stepped his bounds, or came busting in through the door. It was actually a little like Catholic confession, without the Hail Marys, rosaries, or choir boys.
Who were the people who lived next to the Bundys? Peggy and Steve?
Does Schneider from One Day at a Time count as a neighbor or was he just the super? There was that saucy gossip next door in 227 who may qualify for worst neighbor.

Schneider definitely counts. And I think the 227 neighbor was Ramona. Good nominees.
TV character and real life actor are two different things. Yes, I would want Kramer as my neighbor, but I would not want Michael Richards across the hall.
Other great TV neighbors include Larry Dallas from 3's Company and The Fonz from Happy Days.
My pick though has gotta be the Jeffersons from All In The Family. What other neighbors got thier own TV show?
There have been plenty of notable TV neighbors, but would you really want Kramer busting through your door throughout the day? The Fonz is a winner, I think. I'd stay away from Schneider.
I think we're forgetting about Lenny and Squiggy.
